Speeding in PA for a NY'er

What is the name of your state? New York

My wife got a ticket while driving our family in a minivan eastward on I-78 near Easton, PA. We were doing betw 75-80 in a 65 mph zone. The cop wrote us up for 80. We're not sure where he radared us tho, since it was at night and he just showed up behind us with the lights flashing. He told us to call the number he wrote on the ticket which is for the judge and discuss it with him, I guess re: the court date.
My questions:
- how does a PA issued citation affect a NY'er?
- And if I should go to court, how do I find a local lawyer?
- Do I need one or do I just try to plea bargain myself with the judge?
- On the phone when I call him, or in court?
- supposedly, out of state points don't appear on NY driving record, but what about insurance?

Any other advice would be appreciated.
