Speeding Ticket ????

My boyfriend and I were driving home from his parents house and we were stopped by a police officer for what he states as going 47 in a 35. We were already past the 45 zone almost in the 55 when he turned on his lights. The way the town limits are, when you leave the 35 you are considered out of the city limits. He was out of the town city limits turning around, about half a mile from where we were heading back into town, when we passed the 45. There was no way he could have seen or clocked our speed from the location he was at even if we had been speeding. He passed by us and didn't do anything until he got back into town, then he turned around and stopped us. A few minutes after we were stopped, the police cheif came all the way out of town to 'see what was going on' and didn't stop or anything. We also have reason to believe that the police officer issuing the ticket may be a reserve (the way we understand it reserves in the state of Oklahoma must have a certifed police officer in the vehicle with them in order to issue tickets or do anything). We also know for a fact that he isn't certified. This isn't the first time that they have done illegal things such as this. What legal advice if any can be offered on this subject?

Also, the police chief sits in a private driveway out of city limits to clock people. He has been asked not to do it and told that it is private property. He says that he can do anything he wants to and it's not illegal to sit in a persons driveway. It's really beginning to make the owners mad and they have told the city counsel about it. All the city counsel does is tell him to stop, in which he doesn't.

Thank you for all the advice. We are planning on going to court over the ticket, we would just like a little information before we go.
