What is the name of your state? What is the name of your state? Ohio

Hi. I purchased our home several years ago, and both the note and the title are solely in my name. My spouse signed off on dower rights, etc. He has no ties to the property, other than it being our residence. We are refinancing to pay off outstanding debts and discovered that a judgement of his that we were intending to pay with the refinance funds is actually a judgement lien on the property. How is that possible if it is not his property, and the judgement is solely in his name?

Can we file something to remove it as a lien? Thank you.
