Can someone tell me the law pertaining to a husband to testify against a wife or vise versa?

It all depends! You need to elaborate in being more concise with your question.
FYI: We do have the Fifth & Sixth Amendment, but, it depends on much, and
whither or not, that, if in fact can be invoked in your case!
