SSI and moving to Mexico

My family and I were hoping to move to Mexico. My husband is 100% disabled and is progressively getting worse however nothing can be done. We have researched and found that we would be able to live off of his SSI alone if we lived in Mexico and are currently struggling extremely to pay our bills. SSI states you can only get this if you live with in the US..... can anything be done? Also, I wanted to work when we got there however it seems that there is a 5 year wait. Can you confirm this?
