What are the exceptions/special rules for starting a fund and accepting donations, and restrictions on using the money?

This is a very technical field with a lot of rules. I suggest you start by downloading and reading IRS Publication 557, Tax-Exempt Status for Your Organization, which you can download at www.irs.gov.

Once you determine, with the help of Pub 557, what type of organization you want, then check with the following Wisconsin site about starting a business--it inludes not for profits: http://www.wisconsin.gov/state/byb/index_t.html
