I'm looking at starting a website where people would pay $10 a month to be members, and we'd have weekly raffles for items (such as laptops, iPods, and some services such as web design etc), to enter a raffle for a particular item you would have to be a member and then you would pay $1 per ticket per item. At the end of the week, we'd run a program that would randomly pick one of the tickets to determine who wins each item.
I'm wondering if this is legal and if I need to apply for a gambling license or anything like that, or if I can just go ahead and start the site up? Thanks.
