State changing insurance surcharge rate.

I have a Massachusetts Insurance company and register 2 vehicles: one car and one motorcycle. Last year I had 16 points on my insurance policy for which I paid $81.00 surcharge on the motorcycle and $0.00 on the car. This year although my points have dropped to 6 they increased my surcharge for the motorcycle to $413.00 and the car to $564.00.

Can the state arbitrarily change the punishment of an offence years after it occurred?

Okay. What is the effective date of the renewal? What is the expiration date?
What are your tickets/violations/accidents and the dates of each?

I can't find anything on your state Department of Insurance's website about a premium change. However, I'm not at all familiar with insurance in your state, which is more heavily regulated than other states. Contact the Dept of Insurance for more information.
