What is the name of your state (NC)? What other states may a detective file felony charges through a magistrate without the district attorney's knowledge?

The charges are filed in the home jurisidiction of the detective.

Any charges that are say of a "continuing crime" in which two states may have jurisdiction, the other state not in question needs to file thier own.
