What is the name of your state (only U.S. law)? Georgia. Are state universities allowed to require students to apply for federal aid before entering them into the available institution's pool of available scholarships?

yes and since a lot of scholarships are need based, it would make logical sense.

They can require the applicant to do anything as long as it is not based on a legally discriminating reason.

Absolutely, and they should. If you are available for federal aid, it reduces the amount the university would have to provide, thus allowing the university to provide more/bigger scholarships to more needy students.
