Statue 18 U.S.C. 1470 makes it sound okay to sext minors 16 or older?

I found 18 U.S.C. 1470 and am really confused. It says it is illegal to send obscene material to minors who are under the age of 16. Yet many people are convicted for send sexually explicit images to minors that are 16 and 17. Is 18 U.S.C. 1470 underminded by another law? If so, then why is it a thing?

To clarify, I myself am a minor and i have no intentions of sending or recieving this kind of material from anyone. Just found this and I am really confused. Thanks to anyone who is able to help clear things up!

18 USC 1470 is one of many child pornography laws. In addition to federal laws, states have laws that address child pornography and "sexting" in particular.
