What is the name of your state (only U.S. law)? MD

I receive a notice that my federal student loan was intercepted because of an outstanding dept that I owe to the Dept of Motorvehicles from 1999. I contacted the MVA and told them that I paid that insurance violation many years ago and have registered many vehicles since 1999 as recent as July 1, 2010. They informed me that they don't have proof of payment and that I needed to show receipt but I don't have the receipts from over 10 years ago. Is there a statute of limitations on owing a dept to the state?
