Is there a time limit on a “charges pending” in Colorado? My friend was arrested and released (August 1999) for possession of marijuana and possible cultivation. He was a witness at a recent trial and was told he could still be charged if he didn’t cooperate. Just wondering if he was being strongarmed or if they would do that.

The statute of limitations depends on the specific crime, and whether he was charged. He ought to get a lawyer to confirm the deal with the DA in writing.
