What is the name of your state (only U.S. law)? IL

My sister, from Illinois, is 15 years old and is currently being abused by a 21 year old girl. This 21 year old has been doing this for a while and as gone as far as giving my sister an engagement ring. To me, that is obviously just a ploy to keep my sister wrapped around her finger. I have proof of the abuse via instant messages I intercepted directly from my sister describing having sex with this adult and blatant references to this "relationship" from their facebook profiles. My first instinct was to call the police about this but two things are making me hesitant to do so. First of all, she lives in Illinois but I am in the military and am stationed in Virginia so I don't know how to file a report from a different state. Secondly my sister lives with my mother who has protective custody of my 3 month old niece (my brothers daughter). I am worried if the police get involved that DCFS in IL may take the baby from my mom and place her with another family which is the last thing I want.

How do I go about fixing this situation with my sister? As a 21 year old male, I know would go straight to jail if I was doing the same with a 15 year old girl but for some reason this pervert my sister is with thinks the rules don't apply to her because she is a girl.
Also, what could DCFS possibly do if this is happening to my sister and she lives in the same home as my niece?

You cannot wish the problem away.

If you have proof that your sister is being molested you can contact the police where the abuse is occurring and provide them with the proof that you have.

Yes, children's services might intervene if they feel that mom is not protecting your sister or the niece. But, if that is something that will prevent you from protecting your sister from abuse then you really need to rethink your priorities. Ignoring one heinous act that you have proof is going on in order to avoid something that MIGHT happen is a recipe for inaction in most every aspect of life.

Definitely call the police of the town where your sister lives. Also call your mother and let her know what is happening. Your sister is FIFTEEN -- you need to protect her.

Your mom should forbid that adult from being around her child. If the adult continues, then get a RO and if the adult still continues -- call the cops and have her arrested.

Oh your were right to delay calling the police; you are navy material. I would suggest you do nothing -- its just girls having fun. duh

First... HOW did you "intercept" IMs when she's in IL and you're in VA?

Second... Don't believe everything you read on FB. According to that, my son has two Moms and my daughter has more than one sibling. Both were news to me.

Third... What did your Mom say about this situation when you told her about your concerns?

first off you need to be more clear on how you learned this information. interception of wire communicaitons can land you in the federal pen for 5 years for each message. Second, as has been mentioned, emails and facebook posts are not "proof" enough. it may lead to an investigation, but more needs to be found out about the relationship.i suggest speaking with your mother, and if she refuses to get involved, you need to file a complaint with the police department that has jurisdiction over where your sister lives.
