"Stay" on a DL?

What is the name of your state? CA, but FL drivers license

I've got a neighbor with a FL drivers license, who has been accused of a DUI here in cali...he hasnt gone to jail, it hasn't been suspended, and the lawyer says CA has put a "stay" on his license...however the lawyer wont explain what that means...can anyone tell me what that is?

It likely means that the CA DMV has put a hold on his priveledge to drive in CA.
