I have a child who is almost 3 yrs. old. My husband has raised the child since birth, child has not seen bio since birth, but the state garnishes wages for cs. My husband wants to adopt. The bio does not want anything to do with the child, but refuses to relinquish rights, or let my husband adopt. What are our options at this point? Basically bio is being "spiteful". Thanks from Kansas :0)
