What is the name of your state (only U.S. law)? OHIO

I am in a HUD/VASH program,
and live in Cincinnati, OH.
I have been in my apartment for 4.5 years.
My heat and water is paid by the landlord.
We've had an unusual Spring here,
and this is the 2nd night-time "cold snap"
in the last month-and-a-half that have
the morning temps in the lower 40's,
(40 this morning and next 3 nights).
The landlord shut the boilers down right before
these 2 hit and told me "they will stay off until October".
I mentioned it to my CMHA inspector,
who said the date to cut heat is city mandated.
(HUH?)
I'm not well to begin with,
but I have spent the last 6 weeks constantly sick.
So....who do I get mad at?
Is the city responsible for my shivering at night?
Or, is the landlord breaking their agreement on the lease to provide heat?
(Or, do they only have to do that only through a certain date?)

Temperature for heat in an apartment during the Winter.

When the temperature outside is 55 degrees F or below, the apartment heat requirements are: 70 degrees F between 6:00 a.m. and 11:00 p.m. and 64 degrees between 11:00 p.m. and 6:00 a.m. Contact the Environmental Complaint Line at 513-564-1750. Yes it is true , we are having the winter that wont die, its been so cold the last two nights ive been out on my property scrounging to find even junk wood to put into the outdoor wood burner , SO it looks like the house will be warm tonight ~ btw post back after you have tried to call that number it does help other tenants see results.

Supply running water, reasonable amounts of hot water, and reasonable heat at all times, except where the building that includes the dwelling unit is not required by law to be equipped for that purpose, or the dwelling unit is so constructed that heat or hot water is generated by an installation within the exclusive control of the tenant and supplied by a direct public utility connection;

Well Cities may have their own regulations,they generally are to a higher standard of heating.

I doubt the City is substandard to the State's Laws.

I'm in Ohio too and my house has fallen to 50 degrees with the furnace off in the last week .... You can't determine how her home is without taking into consideration location, wind, insulation, altitude and various other things.
