i live in san diego, california. i lost my job last fall when the company i worked for was sold. the company was employee owned, i was told i would receive money from the stock i had.
my only serverance pay was for 2 weeks after over two years at the company.

the sale date was nov 1, 2001. i was told to expect the stock by march, 2002 after IRS processing. Now it is nearly 6 months since the sale date and very little has been done. My impression is the IRS has only recently started processing. they talk now about the possibility of receiving the money in the summer. 5 months of waiting becomes 10 months of waiting.

are there any laws regarding this distribution? can the distribution be withheld for many more months or years to come?

i only have part time work and desperately need the money.

Unfortunately, you get it when you get it. Nothing you can do is going to move those wheels any faster.
