Stop Payment

I stopped payment on a check for services that were ultimately not performed. The person I wrote the check to, cashed the check at a local liquor store and now the liquor store is trying to collect from me. Am I liable for a "justifiable stop payment" to a third party? (Baltimore, Maryland)
