stopping child support action

This is regarding Washington state laws.
My brother's girlfriend had at one time had a court order put in placed to garnish my brother's wages. Now she wants her current husband to be the only father that her son has. She told my brother that she wanted to write and stop the garnishment, but was told by the DSHS that she could not stop the action that was court imposed. Now she wants to stop my brother from seeing his son and interferring in her life.
Can she stop the garnishment with a written notification? Can she stop visitation of my brother?

She can though, have your brother give up all legal parental rights to the child and have her husband adopt the child. But child supprot through a state agency cannot be stopped until the child reaches the age of majority or becomes emancipated. The state CS collections work for the children, not the parents. The support is for the *Best Interest of the Child*, not the parents... Visitation is in no way related to Child Support.
