For the felonies, "first offense" makes little difference.

This is (apparently) a first offense for the boyfriend (although it is a pretty big first offense).

Even WITH bail there are thousands of FTA warrants in Sacramento County alone! I cannot imagine the cavalcade of warrants that will exist when this law comes to pass!

It will make a cops life easier. When they pull someone over just assume they have an outstanding warrant.

Another law that has been grievously neutered in recent years ... but, wouldn't have applied here in any case.
