student bein forced to participate in fund raising

What is the name of your state (only U.S. law)? Virginia

enrolled in a 2 year intensive medical program. due to expenses besides tuitiion it is encouraged students participate in fund raising. Now it is being made manditory by program director all students have to paritipate even if it takes away from our turing time or work schedule etc. Students are being made to participate even if they can pay for the expenses themselves. Can the state funded college program do this .
