student missing school

I have an almost 15 yr old daughter who really has a lot of pain once a month for about 2 days so she usually stays home and takes meds. I didn't feel this was too many days absent but today I got a non traffic summons in the mail stating mrs. - ------ failed to compel her daughter ------- to attend school on --. and then states 6 days from sept on. I looked up compel and it means to force. so they are saying I failed to force my daughter to go to school when she was sick or in pain?
Do they have a right to accuse me of this?:

If your daughter's period is causing her so much pain, why haven't you taken her to the doctor to see what might enable her to attend school? As a parent you have the obligation to be sure your daughter receives an education, obeys the law and receives medical care as needed. Does she have a doctor's note saying she can't attend school, if so, why haven't you made arrangements to get her school work so she doesn't get behind.

The possibility of missing 18 days of a school year might violate your district's truancy rules. At the least it will jeopardize her grades. You need to take your daughter for a medical evaluation, get the diagnosis and treatment plan from the MD, sit down with the school principal, and work out a solution for days she absolutely can't be there. Most teachers will give assignments to be completed upon return, but don't expect them to bend too far. If other students think they can get free days off (girls only on this one) they will try the same excuse.
