Who is charged when teen commits offense?

What is the name of your state? Tennessee

I have two teenagers, ages 13 and almost 15. If they go out and do something stupid, like vandalize with spray paint or throw a rock through a window, etc., are they charged or am I?

Call your local police department and see how they handle such matters, it may depend on the crime or other factors. The may also have tips or programs for prevention or education. Even if only the child is charged, there will usually be some parental contact or punishment by default, such as a fine that has to be paid in a certain time where you might have to pay it first and get it worked off on your own time, or transport back and forth for community service etc.

Unless you aided them or sent them out to do it, they will be charged and you will just have to foot the bill for an attorney, damages, and the fine.
