What is the name of your state (only U.S. law)? Pennsylvania

Can you sue the department of state for not accepting a UCC-1 filing? It keeps coming back rejected for 9-516(c)(1) unable to read or decipher the information. It is all type written and easy to read with no spelling mistakes. when i sent it back asking what part of 9-516(b) they are unable to read or decipher they just send it back again stating the 9-516(c)(1). They are just using that section to refuse my filing because they can't refuse it under any of the other sections.
