suing for deposit

Hello,

My landlord has not returned my deposit or mailed me a letter with the resason she kept the deposit. In colorado the landlord must do that within 60 days or I'm entitled to treble damages, court costs and reasonable attorney fees (colorado 38-12-103). I have waited 60 days. i have sent her a demand for full payment of my deposit via certified and return reciept. I also sent a copy regular mail. In colorado you need to send the letter and wait 7 days before you can sue. (she has 7 days to return the original deposit). she is refusing to pick up the certified mail.

What is my next step?
can i sue her without proff that she picked up the mail?
Can i serve her via publication?
