summary judgement

I am being sued by a collection agent over money I don't owe. He has requested a stay and from what I understand he can do that as many times as he wishes.

My question is, What is a summay judgement and how do I go about getting one? I live in Oregon .

I have searched through the archives and couldn't find anything about how to request a summary judgement. all I saw were things like"someone has filed for a summary judgement against me."

If anyone can point me in the right direction or provide information about what a summary judgement is and how to file for one in Oregon it would be greatly appreciated
