There really isn't a simple answer to that question. It can be as simple as the children not knowing the parent and needing to have time to get used the parent...or it can be because of something serious about the parent or the parent's life.

It also depends on the judge. I am the full time stepmom of my husbands 3 and 5 year old. The mother signed over sole custody to my husband in Janurary after she couldnt even handle equally shared custody. Since then she has moved from a garage to 4 other nasty apartments. CPS has been called on her by us and teachers 4 times since Janurary. They say that the living arrangements and drugs are a problem but since the children live with us and not her that they cant do anything. She has missed 25 days of visitation since jan. We have requested by court order to take drug test and she wouldnt, no trouble for not though. In july she took her 30 days visitation to make us mad and pawned them off to everyone to take care of them. While over there her other daughter previous to my husbands kids sexually abused the 3 and 5 year old. This was way more than just touching too. She sat all of them down and made them all promise not to tell anyone. The five year old told us and we got a restraining order for her and the daughter. We were worried about the 10 year old and where she learned to do this. When we went to court the judge didnt see a problem with her seeing them. All they did was say that the 10 year old cant be around. Since then they have said the 10 year was sexually abused but they dont know who. Well with all of the men and family always sleeping over we have to wonder. The courts dont see this as a problem. So as to your question as to grounds for supervised visitation like we were told it depends on the judges mood that day. Good luck!
