I would like some advice as to how to proceed with an unprofessional supervisor. I work for a place that has an all inclusive harrasment policy(no gossiping dirty jokes etc etc.). I was called into a meeting for what they considered for a lack of a better word sass on my part. I have a long histroy with this supervisor and we are generally quite amiable towards one another. A couple of months ago he infuriated me with lying to both our immediate supervisor about me and a couple of other co workers. He was on the phone with her in a room full of coworkers before starting time and stated that I and a couple of other workers made our own hours, that we were never on time. ( We have to be there at 7 and get there at 7 or a couple minutes before.) I did not report it but simply stated to him at the beginning of the following lunch hour (he believes we should be there earlier then 7 but that leaving 5 miinutes before lunch break and quitting time is all right as long as we dont get caught) that I was not going to get in trouble becasue of him and would be leaving at the posted times.Yes I was still s******g from the lie and figured this would make him see the error of his ways lol. This of course infuriated him and he went to a bosses meeting and asked then how he could write me up becasue of my mouth. No action was taken at that time becasue he knew what was really said and would come out if they attempted to write me up for it. This past week he came over to a building that I and another coworker go to to help out others, which he was fully aware that we did every morning. I told him what I was doing and he stated that that was a likely story and that he had heard it all before. I thought he was joking , and when he stated what we were to do I teasingly said back to him it was a likely story and I had heard it all before. He asked if I was mocking him and I asked if he was implying I was a liar. He stated well maybe he needed to call the boss and I said lets. ( I know I was ticked by then too) In the meeting they tried to write me up for my words tilll they found out that he had started in on me first. Now they want to write me up for not informing him what I was doing. I dont think they are gong to write up my coworker who was doing the exact same thing. The gloves were off in the meeting. I informed them that I didnt appreciate being lied on, that when I had a workers comp claim I had to go above his head to get a doctors appointment(I told him for 3 days I needed one and then had to tell the supervisor above him) and a number of other unprofessional things all of which was ignored. Needless to say all of us under him are a bit mad as he continually makes fun of people all the time, even our bosses above him. My question is should we go to human resouces and if so will they just see it as sour grapes on our part? He also socializes with the head of human resouces and I dont know if it would go anywhere anyway. I know this is long but I need some answers as to what rights we have if they fail to follow up on this and continue to allow him to act this way.

Although you can certainly go to HR if you like, nothing you have described constitutes illegal (as opposed to unprofessional) behavior - it is not illegal to be unprofessional on the job - and therefore your options if they fail to take any action are to either put up with it or find other employment.
