How long does the state (Dept. of Human Services, OHIO) have to collect on a past claim that they paid ...but now think they should NOT have paid?

What "time frame" do they have to collect from an individual? ODHS is looking to collect a medical debt that THEY PAID and feel maybe I should have paid.
I need to know how long they have to prove that I OWE the amount they paid 3 years ago.
