Per my divorce decree, my ex and I each claim one child on our taxes each year. He has seen remarried and had another child. How do I go about modifying our decree so that I can claim both our our children?

Why should your decree change based on him having another child? I don't understand the reasoning.

Besides, you're going to need a significant change to reopen the divorce decree and his having another child won't be sufficient.
