What is the name of your state? NJ
Hello: I have a lot of questions, sorry

1. My friend is an illegal alient in this country, he's from Mexico, he'd been here for over 5 years, he now wants to apply for tax ID number to pay taxes without SS#. What are the procedures for that?
2. I'm filing my N-400 in acouple of weeks, can I go outsie the country for the period that my application'll be pending? What are the rules?
3. My girlfriend is here on J-1 visa, wants to go to school here, is it possible for her to change her status, she's from Romania.

Again, thank you for your help

1. If he is in the US unlawfully, he should not be working and if he gets a tax ID number, that does not permit him to work but it may alert the USCIS as to his whereabouts and a deportation/removal will not be far from coming.
2. Yes, you can.
3. First she would need to be accepted into a program at the college or university and get the paperwork from the school, but a change of status within the US, from J-1 to F-1 will most likely NOT be approved and she will have to go for consular processing to Bucharest.

Please let me know if you have any additional questions or how I can be of further assistance to you in this matter.
