What is the name of your state? VA
Appeared before a NC CSE hearing in 12/2001 based on non-support and arrears. presented evidenced, case dismissed in my favor. 8/2002 NC files an arrears affidavit claiming arrears for last 10 year through VA CSE even though NC case was dismissed in 12/2001. Filed an appeal with VA CSE and presented evidence, case withdrawn and dismissed. NC goes behind my back and files a lien with Federal Govt, never sends me pre-offset or notice to debtor despite my case being dismissed in VA re, arrears. What are my options, any advice would be greatly appreciated. thanks!

Appeal the lien. Even though the case was dismissed, the state probably had the right to re-file. You need to go through the appeals process & get the lien voided, and get a court order requiring the CSE to return your money plus interest. For future years, I suggest you change your withholding so less money is withheld & you do not have a refund or it is very small.

You might contact the support enforcement division & ask how they got a lien when the underlying case was dismissed. You might also contact a lawyer. There is no way to stop the IRS from giving your refund to the state. You have to get the money back from the state.
