What is the name of your state (only U.S. law)? New York

What is considered appropriate spending by an elected official of a municipality? Can they charge dinner and drinks to the municipality? Can they utilize tax funds for personal purchases even if they pay it back?

Where would I find the written law governing things of this nature? Any help is appreciated.

Let's say, "hypothetically", that the chief elected official of a small town utilized the town's credit card for dinner and drinks every Tuesday night. These dinner outings are written off by the chief official because the dinner might have been with another chief elected official of another municipality for the purpose of discussing the migratory patterns of the birds inhabiting both towns. Legal or Illegal? Or would it just be unethical. COuld an official be indicted?

Hypothetically, government officials get to discuss government issue with other government officials. If it is on official business, each governmental agency has different and specific rules on amounts, items and purpose.

what if the elected official utilized the municipalities credit card for personal purchases then reimbursed the municipality 2 months later? Isn't that like getting an interest free loan?
