I had three years worth of back taxes (1999, 2000, 2001) discharged last year in no-asset Ch 7. PACER specifically lists these debts as being included in the discharge. Prior to discharge, IRS did intercept tax refund (offset). Three weeks after discharge, I received the 668 (Z) certificate of release of federal tax lien from IRS which said I had met the required conditions needed to release the lien.

Just did this year's taxes, and IRS are now saying I still owe from 1999.

I'm confused - I (perhaps foolishly?) assumed that the release of the lien means IRS has no further claim to any post-petition income? Is it perhaps an error?
