Tenant breaking lease

An unreliable tenant is breaking the 12-month lease and leaving next week. She gave me 45 days notice but the lease says unequivocally that she must pay two months rent if she breaks the lease regardless of the amount of notice given. Her rent has been late several times already and the water bill stays behind. What options, if any, do I have to get that two-month payment and water bill paid prior to her leaving? I know I can sue after, but I'm trying to do something beforehand if anything can be done.

All you can do is sue. You also need to rewrite your lease. The tenant should be responsible for the rent until the lease ends unless the unit is re-rented sooner.
