Tenant in a townhouse comm harassing others

My mother in law owns a townhouse and next door a woman is renting. She has been harassing everyone in that complex (most of which own their unit) she has been calling the humane society so much they actually took one of my mother in laws dogs away, when there was nothing wrong. the woman just didnt like pets period and claimed the dogs were fighting and barking too much. which wasnt true, but they still took the dog. she has threatened to have someone "get rid of" all the cats without the owners knowledge or consent. shes been calling the police on her neighbors for no reason, the police have told her to stop calling unless its fora valid reason. she goes around calling her neighbors profanities and insulting them, she called one of them a crackhead, and this happens almost daily. My mother in law and her neighbors are fed up with being harassed and want something done.

I wrote a letter explaining what this woman is doing as well as a page with the names and signatures of all the neighbors this woman has been harassing, and am going to send it to the actual owner of the unit as well as the homeowners association for that complex. What I want to know is, does anyone know of a law that can help back up these people? something that can protect them from being harassed by that woman? Is there some sort of legal obligation the landlord would have to do something about her tenant?

by the way the landlord lives in california, i dont know if that matters.

i don't know if there is any management company managing the tenant... to my knowledge i would say no, but i could be wrong.

1) A protective order (restraining order) preventing this ne'er-do-well from future specific acts of harassment. If it's as bad as you say, with all the people involved, it should not be that difficult convincing a judge that it is harassment. Just bring all these people to court with you to testify at the hearing (for a restraining order).

2) Yes. Upon notice a LL has an obligation to attempt to keep the peace (others' right to quiet enjoyment). But a LL is not the police, and he is not an injunction or a restraining order.

Is there a MANAGEMENT COMPANY for the HOA? If so, they should be made aware of the situation and complaining neighbors need to put pressure on the UNIT OWNER of the complaining TENANT to have her removed. Sounds like she needs new "meds".
