I have a co-worker who lives in Washington, DC in an apartment with lots of problems. She has not had a refrigerator since November. The pipes in her bathroom burst in December. Now her apartment was flooded because the pipes above burst. She keeps paying rent to the landlord saying the he is a slumlord but she doesn't know what to do. She is getting ready to buy a refrigerator from a thrift store. I keep telling her to put the rent money in a special tenant fund until he takes care of the problems. Her rent would be paid but he wouldn't get it.....I think that's how it work?

I absolutely agree that your friend doesn't know what to do.

She says the landlord is a slumlord, but she keeps paying him rent and living like she does. Why is it so hard for her to realize that she needs to move?
