tenants rights

I just moved into a new apartment 2 months ago. When I signed the lease, the manager knew I had a 13 year old
daughter. I received a list of rules for the apartment
complex. Yesterday the manager informed me that my daughter
was not allowed to play in front of my apartment unless I
was outside with her. She also informed me that this is an
adult complex, and that these were always the rules here.
I've read the rules, and they do not say anything about
children playing in front of the house with supervision only. Can she legally do this? There are 16 rules on the list, and not one of them say anything about children playing outside.I live in Pinellas county in Florida.
