I rent an apartment in jersey, owned by corporation in New York. For the past two winters I have had no heat and,or hot water off and on each winter. Sometimes this condition will last for 2-3 days. the local board of health was called earlier this year. The owner had new equipt installed, but the same results. I share this building with approx 14-16 units. My question is, what rights do I have? They get their rent on time. Can I hold back payments? Give the money to a lawyer to hold in eschrol etc?
