Ok, a while ago someone in the building scratched some initials into the elevator. The university told everyone in the building that their semester grades would be withheld unless everyone paid for the damages ($50 per person in the building). The building is leased by the owner to the university. The university then allows students to stay there by paying through tuition and student loans. I'm wondering if what the university is doing is legal when it tries to withholds the grades of anyone in the building who doesn't pay up for something they didn't do (except for the one person who did it of course). Any ideas on how to handle this?

This is just a suggestion. How about putting this into their hands, a burden of proof kind of thing. Ask them to show you (in writing) how they can legally hold back your grades from you. You have all of the tenants write a nice little letter, get somebody that can spell though :p . and send it to the administrator, or whomever is telling you all this.
