Terminally ill father in law has no life insurance

michigan, my father in law is terminally ill.he has no life insurance and will not put anyone on his bank account which just has under 1,000$.he wants to be cremated and that should be enough money to do it.we don't have the money.could we get access to his account at his death or could the funeral home have access to pay for the cremation somehow.he will not make out a will either so that is out.
