Termination of Parental Rights???

Please help me...I am in California, but my divorce and my ex live in Las Vegas....
Here is the situation....Ever since my divorce in 2000 when my daughter was 2, my ex was never really around, and actually during the marriage he wasn't around....
Upon my moving out of state he still hasn't kept in contact and didn't pay support for the first 4 months we were here...he was recently fired...so no more support....he had his phone cut off, it has been back on and he still has not called....
HE was even in the area in the fall and NEVER called to see the baby...(now almost 4).....
Does anyone know what the laws are about just terminating his rights...is there a certain length of time that he has to have no contact?? I am willing to give up child support to get him out of our lives for good....I do NEED it, but God will provide..he is NOT a good role model...not at all....
Upon my sister telling him that the baby would be kicked out of daycare if I couldn't pay, his answer was, "She should have thought about that before moving!"........
Please help me, or refer me to some information...

In Indiana, if there is no support or contact for one year, the courts may terminate the father's rights.

Usually they will not terminate the rights unless there is another man (like a stepfather) willing to adopt.

Your ex could sign away his rights now if he wished, but it will not mean he won't owe support. It means he will lose his rights to visitation, decisions on eduction, medical, etc.

If the law was not set up this way, the country would be full of deadbeat fathers who just sign their rights away and go on without any thought of the children.

So they wouldn't do it because he has not kept up the proper contact and hasn't paid support since March???

If I kept logs of all his UNFIT activities...would that hold some weight???
