Texas AG reaches settlement with debt collector

Texas Attorney General Greg Abbott reached a settlement today with a Pennsylvania-based company that made unlawful harassing and threatening phone calls to people it said were debtors.

The AG charged NCO Financial Systems Inc., the world’s largest debt collector, with violating the Texas Debt Collection Act. Consumers told the AG’s investigators that NCO sometimes used profanity in making phone calls to collect debts -- debts most didn't incur at all.

Investigators learned that the actual debtors had different middle initials or Social Security numbers.

Under the settlement, NCO has agreed to validate the debts it attempts to collect, will spend $300,000 over three years to monitor its practices, pay $150,000 into a three-year restitution fund to compensate Texans harmed by its acts.

And NCO will pay $100,000 to the state's general revenue fund and $150,000 in attorney's fees. What is the name of your state (only U.S. law)?
