I have posted on here before.

In the last fourteen months I have been
hit by one driver from Nigeria who had a
"binder" (naturally the binder expired and
regular insurance was not in effect), and
a illegal who had "phoney" insurance (insurance company never heard of him.)

My car sustained major damage in the first
accident and medium damage in the second,
where I was rear-ended at a drive thru.

What can be done about these people who
have no insurance or phoney insurance?
I have to pay for insurance, why shouldn't
they?
