The Anticybersquatting Consumer Protection Act is a federal law that took affect on November 29, 1999.

What about personal name domains (similar to celebrity) registered prior to that date?

Are they subjected to that civil law and/or monetary damages, court costs and attorneys' fees?

Where can I find this legal info?
