A UPS pkg with a $50 item and $200 in cash - sent to me, was signed for (by the manager) and delivered to the apartment manager's office. The economic crimes investigator states that she (the manager) no longer lives or works here, but that I should file a civil suit. Since the package totaled more than $200 can I file grand larceny charges also? Who is responsible - the actual manager or the company that owns the apartment complex? Also, checking my lease, there is nothing in it to indicate signing for or accepting packages for tenants.
Thank you in advance.

Ask the sender to request payment from UPS, if the sender did not authorize UPS to deliver to a stranger. Did the sender fail to advise UPS not to deliver to anyone but addressee?

The manager was working for the complex owner, so he was acting as their agent. They are responsible for his actions performed as part of his job.

Review all documents associated with the rental, especially lease or rental agreement to see if you authorized anyone to act as agent for receiving packages, including welcome information that says limitations on receiving packages.

Thank you LL for your insight. I will most certainly check out your suggestions. Also, I need someone with knowledge of whether I may ask the DA to file criminal charges.
