The association wont enforce cc&r

What is the name of your state?nv when I bought the house less then a year ago I received a phonebook size copy of cc&r ,now that I have a complaint about a neighbor whose front yard looks like a junk yard,they tell me that all they are responsible for is the landscape of the community and the book keeping of our community.I read the cc&r and it clearly states that having vehicles parked in the front of the house over an extended period of time is not permitted,what can I do?if there is no enforcement of such laws then why is there a written copy of it given to us specially when I was trying to close escrow they made a big fuss over wheather I got the copy of it or not?

**A: send a certified rrr letter with photos, the cite and your demand to the HOA President and request that the rules be enforced.
