What is the name of your state (only U.S. law)? ohio

My brothers social security funds were stolen by our sister in law and was found guilty in Federal court, and was ordered to pay a 100.00$ a month. issue is this brother is 70 years old and will never made whole at that amount. amount stolen was 40,000.00 dollars. any options

Is the sister-in-law in jail?

Your brother could sue the sister-in-law and he could find a judgment allows him to collect the $40,000 faster than the court-ordered restitution amount of $100 a month.

No she is not in jail. how do we go about checking into this. just that he is 70 years old and think he should receive his money.

There are legal services available for senior citizens that are free or at low-cost. Your brother could seek help from one of these organizations to determine how best to pursue the sister-in-law in court. The court-ordered restitution does not preclude your brother from filing a civil claim.
