They wont fix anything

We lease an apartment About a half a year ago we had a apartment fire and we switched apartments. We live in the same complex but a different apartment. In our lease it says that all maintenance issue's will be fixed in a timely matter. I reported a broken washer. on Oct 15th, and it is Nov 5th and is still unresolved. So I haved called three times, and I turned my rent in with a note. I got a phone call telling me that I have to call immediately before 5 on Novemeber 5th. I was not at home when this call came. Now here are a few issues I have. When we switched apartments we didnt put the electric in our name, they covered it. Until about 3 months ago we started to pay it but we hadnt switched it into our name. Just recently when I started reported broken things did they call and say ok, you really need to put it in your name. Which we did. They never said we have to cover the 3 months that they covered or anything.

Im assuming that this is what the phone call is about. Can they demand that we pay that back electric, even though they never mentioned it to us until we started reporting problems with the washer? And Can I do anything about them not fixing anything?? It's almost been an entire month and I still havent had one maintenance personal to see my washer. (( not including about 3 others I have called about and been ignored on )) Can I demand a reduction in my rent?What is the name of your state (only U.S. law)?What is the name of your state (only U.S. law)?

First you say you paid electric even though it was in LL's name, then you say you didn't because it was in your LL's name. I'm confused. And if your lease says you pay for your own electric, why would you assume you didn't have to pay it?

Our electric has nothing to do with your broken washer. And your broken washer is NOT sufficient grounds to withhold or reduce your rent (it doesn't affect habitability, just a mere inconvenience). Its a convenience, not a requirement.

What does your lease say about who is responsible for maintaining the appliances? If it specifically says LL is, then they must repair. If it does not, then the appliances are your responsibility to maintain. Additionally, depending of whether or not it can be determined if you caused the washer problem, you could end up paying for repairs no matter who gets them done.
